Some of the narrative still seems to be that Sessions was inept and Rosenstein is working against the President. Yet somehow, the leaks were plugged under Sessions, and under Rosenstein, the conspirators have been cleaned out.
If Rosenstein's function is to take down the President, he is sure doing a horrible job.
